The Project on Capacity Building for a Recycling-Based Economy in APEC Gotenba Workshop
To implement the project on capacity building for a recycling-based economy in APEC that was proposed at a meeting of the APEC Human Resources Development Working Group (HRD-WG) held in July 2003, IIST organized convened a preparatory committee in Japan to identify important themes for the project. Based on the results, IIST invited recycling experts from the APEC region so that they may deepen its understanding of current recycling situations in the region and make specific plans for the project. This project was jointly promoted by the APEC Business Advisory Council (ABAC).

Participating APEC economies: China, Indonesia, South Korea, Malaysia, Mexico, New Zealand, the Philippines, Chinese Taipei, Thailand, and Japan (24 representatives from 10 members)
-Recycling experts from the APEC region visited the Recycling Promotion Division of the Industrial Science and Technology Policy and Environment Bureau, Japan’s Ministry of Economy, Trade and Industry, where they learned about Japan’s recycling policies and exchanged opinions with the officials of the division.
-The experts made a study visit to Fuji Xerox’s Ebina Center to observe the recycling process for copying machines. (Fuji Xerox’s recycling business became profitable in 2003, eight years after the business started.)
-The experts gave presentations on their current recycling situations and issues in their own economies, identified common problems, and discussed how to proceed with the project in the future. Also, they formulated an action plan.
After discussing the expected effects and deliverables of the project, participants agreed on a plan to hold symposiums/round table discussions in three APEC members. In the future, through these activities, information about the best recycling practices will be shared, measures to establish a recycling-based economy will be examined, and a collaborative mechanism will be established towards the goal of creating a recycling-based society in the APEC region. At the same time, the network of experts will be strengthened.
