Invitation Program - WTO:
Mr. Alejandro Jara, Deputy Director-General
In this program, IIST invited WTO Deputy Director-General Jara to Japan so that he could explain his ideas about the present state of multilateral trade, the future role of the WTO, and other topics, deepen his understanding of Japan’s position in current trade matters by engaging in discussions with Japanese experts on international trade and senior officials at ministries and agencies involved in WTO negotiations, and build human networks with Japanese counterparts.

In Tokyo, Deputy Director-General Jara gave lectures and held discussions at a Brown Bag Lunch Seminar hosted by the Research Institute of Economy, Trade and Industry (RIETI) and at the Nippon Keidanren (a meeting on services trade liberalization negotiations) and attended meetings with WTO experts arranged in cooperation with the Fair Trade Center. Mr. Jara engaged in discussions on such topics as the present state and issues of the multilateral trade system and the future role of the WTO. He also exchanged opinions with senior officials of ministries and agencies involved in international trade , such as the Ministry of Economy, Trade and Industry, the Ministry of Foreign Affairs, and the Ministry of Agriculture, Forestry, and Fisheries. In Kyoto Mr. Jara deepened his understanding of Japanese traditional crafts and culture, and in Wakayama Prefecture, with the cooperation of the Fisheries Agency, Wakayama Prefecture, and Kainan City, where he visited a fishing port and observed the present state of a Japanese fishing community.
In this program, Deputy Director-General Jara had individual meetings with more than 20 senior officials and experts from industrial, academic, and government circles. In addition, he was able to exchange views with more than 100 people through the RIETI BBL Seminar, theNippon Keidanren, at Fair Trade Center, and other events.
Mr. Jara was able to build networks with senior government officials through cross-sectional discussions with departments involved in WTO negotiations at such ministries as METI, the Ministry of Foreign Affairs, and the Ministry of Agriculture, Forestry and Fisheries. In Wakayama Prefecture, his observation of present conditions in a fishing community, was no doubt useful in deepening his understanding of Japan’s position relating to WTO negotiations on fishery subsidies discipline.
